MS Powerpoint 2007 Millisecond?

I am doing an asignment for media and i need to do a powerpoint animation, i can make i simple ball move when it is on 00:00 but when i put a background it laggs. my friend put his animation on 00:00:01 a millisecond, but every time i put it to 00:00:01 and click off it it goes back to 00:01 a second. can someone please tell me how to put it to a milisecone or even if you CAN??
