Why is Los Angeles more green-looking and lush than Sydney when...?

We have water restrictions as most of the country is in a state of drought all year round. (Australia is one of the driest countries in the world). Sprinklers can only be used at certain times of the week, and people's drinking/household water consumption takes priority over parks/gardens etc.
