Does this guy have romantic feelings for me?

I have this guy friend who I think may possibly like me. He always gives me complements, from the smallest to the biggest things. When we talk, he often looks directly into my eyes and will occasionally touch my arm or something. He always tries to make me laugh. He tells me that he thinks I'm really intelligent and loves having conversations with me. When we talk alone, we can talk for hours on end and go through several subjects with very few lulls. So... does he have feelings for me? Or what? Help me out here.
