I am off work sick and am claiming SSP, I need dental treatment but cant claim hc1 form?

i have been off work and claiming SSP, my husband works but all his earnings go into paying mortgage, council tax, etc; I need some dental treatment urgently but can't afford to pay. I've been told i can't get help on hc1 form as i am still in theory working and claiming SSP. If I was on ESA I could get help but need to wait till SSP runs out. I feel in limbo and in dreadful pain. What can I do?
