2003 Honda Metropolitan Help?

I purchased a 2003 honda metro from an auction and haven't got it to run yet. When I press the start on the engine will start and when I slightly move the the throttle back it shuts off. Also when I start and let it sit for 5 mins it will shutoff by itself. It has a fresh full tank of gas and the oil level is fine. Any tips for getting it running?
